Windows 8.1 please wait loop?

I'm periodically getting the please wait loop on my HP laptop, there's loads of info out there blaming damaged DLL's and running SFC etc to repair files but I'm not sure it's that as it doesn't happen all the time.

It seems to mainly happen after resuming from sleep mode and when I'm trying to switch between users.

 

I've seen posts blaming Onedrive and blaming a process (restoreoptin.exe), has anyone here had issues with this and solved it as it's becoming a bit tiresome.

Disable fast boot worked for me on netbooks that were hanging coming back to life after sleep.
