Missing Common Shortcuts

Hi,

 

I have a curious problem. I have created a new Windows 7 image for our school laptops but when deployed it doesn't create the shortcuts for the common shortcuts menu. ie the shortcuts stored here

 

c:\ProgramData\Microsoft\Windows\Start Menu\Programs

 

So I copied all of those shortcuts from another computer into that folder but despite their now being shortcuts in there they are still not showing. I have tried rebooting, deleting\recreating the profile. I have even been through the GPO's and disabled the GPO entry that disables the common shortcut groups. None of which have had any effect.

 

Anyone have any more ideas on how this could have happened or how to fix it?
