Rejected Pre-Admission to New Student Best Practice

I've been asked a question that I don't know the answer to and could use some help.

 

We have a student joining us into year 8 that back in 2013 was rejected as a pre-admission for year 7. Now when adding this student as a new student SIMs picks up that they've been added before as a pre-admission but won't allow us to use her current record because it wants us to admit the student through the pre-admission focus but we can't do that. Whats the best practice in adding such a student. Should we ignore/delete the previous pre-admission record as they never attended our school or do we modify the existing record in some way so that it will allow us to add her in as a new starter (and if so how).
