Took a look and I can't see how you can block students in quite that way.

 

However, I assume that this is a purely internal list? You could set the group email permission to 'Members' meaning that only people in the 'All Staff' group can email the group.

Yes internal only. will set it to members only can email.

@sparkeh - Got the list and students cant send to it. Now I want to set up a "teaching staff" list but I want other staff to be able to send emails to them but not students.

How are other schools setting up their distribution lists in Google? Shall I just not worry about students being able to send emails to staff lists?

Oh sorry I missed this last week.

 

I actually just have all groups set to allow domain members to email to make things easier. I don't think you can do exactly what you are after.

Create your allstaff group in the management console add the users you want to be able to use it. Click on 'Access Settings' and set your permissions there. For example, we have a group called 'allstaff' that only members can post to. You can also set who can join/ask to join and so on - there are many options within groups (and types of groups). We have groups for all of our classes that only class members and teachers can post to. We also have a group with all students in that only the leadership group can post to be students can read (but not post). Many options.

Does this apply to email as per the OP?

All I can see are permissions for 'Members', "Domain Members" and "Everyone" to be allowed to send email to a group, not specific other groups.

Within groups, manage group, basic permissions, you have View topics, Post, Join Group, Allow members external to the organisation. In Post (so who can post to the group), you have Owners of the Group, Managers of the group, All members of the group, all organisation members and finally public. So for the student group (so all students), the leadership group are owners and students are just members - and its set to only owners can post but members can view.

You do need Google Groups for Business turned on to be able to do all this - I've noticed its turned off by default.
