I was able to block it using these settings:

I opened the Chrome Settings page and used the Impero console to pick off the offending process and block it. It closes all of the open Chrome tabs and not just the Settings tab [if there are more open] Good deterrent though?

Hi Dave

That worked brilliantly! Thanks a lot

Another question for you, how do you get rid of the chrome-signin thing at the start?

We don't allow our students to use Chrome and so we have not blocked Google Chrome sign in. Perhaps the answer posted by @dylanduffy will help.

You can use the computer configuration policy to block this:

Block access to a list of URLs

chrome://*

chrome://

chrome://settings/

The chrome://settings/ one is ok, but remember you'll probably need things like chrome://print/

Rather than block chrome:// URLs, why not restrict individual settings within chrome://settings? There are policies for those within the Chrome ADMX.
