Mavericks Allow other user access to own home folder

Hi,

 

Am setting up 2 New Macbook Pro's. In case the user forgets their password I added a "administrator" account and added it to the admins group using the GUI tool.

 

I want "administrator" to have access to their files so I can restore workfiles if they forget their password.

 

What is the recommended way of doing this. Should I change the permissions of the users home folder to give "administrator" access.

 

I went ahead and changed the permissions and used "Apply to enclosed items" is this going to mess up home folder permissions? I googled this Mac OS X v10.5 or 10.6: Renaming or saving after using "Apply to enclosed items" on a home folder but it only apples to Lion and Mountain Lion so am I in the clear with Mavericks?
