Exchange 2007 & Contacts

Hello,

 

I'm working with Exchange 2007 and have a request to share around 400 external contacts with a group of 6 users on the network.

 

Only the 6 users should be able to edit and add new contacts to the group, all the users are running Outlook 2003 to 2010.

 

Another request is the ability to message the whole group in one go and also pick out selected contacts to mail.

 

Is Public Folders the best way to go about this ?

 

Any advice or ideas would be greatly appreciated
