Office/Exchange 365 Archiving - who uses it?

We are planning a cutover migration for our ~1500 users in the summer holiday and just have a couple more questions to ensure it goes smoothly. If anyone can provide help with the below it would be gratefully appreciated:

 

• We want to be able to track students emails even if they delete it, then delete out of their deleted items. Is this possible without purchasing Exchange Plan 2 and using litigation hold?
  
• If staff delete an email permanently is it still available to admins for 30 days, or is it gone for good?
  
• Am I right in thinking emails get automatically cleared from Deleted Items after a 30 day retention period? Is it possible to disable this so staff can keep everything we are migrating across?
  
• Does anyone use retention policies and archive folders instead of litigation hold and if so do you find it covers all of your needs? Is it possible to Journal off all staff in/out bound email to a seperate Inbox which we keep for, say, 1 year?

ok have had a think about this and after a bit of searching I think I have answered most questions myself. As such please ignore the above and if anyone could answer my (ahem, much simplified) question below it would be great:

 

Is it possible to stop staff and students from permanently purging emails from the Recoverable Items folder? Knowing that emails go to a place for 30 days where only we can get to it would probably cover the vast majority of our needs.

If you configure your transport rules to bcc another email account you could keep a copy of all emails sent to a specified user group then it wouldn't matter what got deleted.

 

Best check you have the authority to look at others private mail first...(removes tongue from cheek)
