Disable cancel of Read reciept Outlook 2010

Does anyone know how to (or can it be done) - Headteacher wants to send out emails to staff with read receipt but to stop them cancelling the read receipt option (basically to ensure they have read the email)

So, Obviously setting the read receipt up is pretty straight forward but when they receive the email and the receipt option comes up asking them to click yes or no I want to disable the "no" option so they can only click on "yes"

HT said she had this setup in previous school

There should be an Outlook GPO that you can set the tracking options to "Always Send a Read Receipt"?

found it!, that's great, user sends and email and gets a response when read (of what time it was read)
