How to deal with ebay scammers

Yes it was a Paypal payment (its the only way I pay on ebay, I don't bid on items where the seller only takes cheques). Another odd thing about the item is that when I check the tracking number, it says "collected from customer", which is good, but all the way back on Oct 8th.
