I saw this, and GabeN made a good point that all it does is scan for known (and little known) cheating/hacking websites and bans based on that. VAC is more reliable than punkbuster, ACN and AON (individually) for bans so they must be doing something right

Wouldn't matter, it scans on its start up, so as soon as you load it up, it starts scanning. Not much you can do to stop it really and in the space of a week they caught and banned over 400 people. Might not seem like much when you consider there are millions of steam gamers, but when you consider this is on top of the VAC ban system they have in place (which catches roughly 1000 people a day) it is a good improvement.

They seem to be doing something right. I found the Reddit article Gabe Newell answers all the questions, its an interesting read. Valve, VAC, and trust : gaming It's clever how the VAC works and looks for certain DNS records in the DNS history.
