iPad Apps

Could somebody give me a little advice please, I am looking into our software licensing at the moment and it would appear that in the past

we have paid for one app and deployed it to 32 iPads.

 

I brought up the fact that I think we should be using Apples Configurator which states that the app should be purchased per ipad but I cant seem to find anything in writing that states this even in the T's & C's of itunes, all I did find was that as long as the ipads were using the same itunes account it was ok.

 

Does anybody know where I can find some clarity in writing on this subject ???
