Configure advanced user profile properties takes a long time to open - Win7

Is this normal or something with our images?

 

When launching "Configure advanced user profile properties" from the start menu in Windows 7 to delete a domain users local cache, it can take 15-20 mins to launch - is there any way to speed this up? It eats into a lot of lesson time when this is the only fix for a user.

 

I've tried launching it from CMD (rundll32.exe sysdm.cpl,EditUserProfiles) as well as accessing it from Control Panel, but it's no quicker these ways either.

 

Why can't they just have a Documents and Settings folder like in XP?
