how do i change regional language settings for all domain users

computers are windows 7 ... server is windows server 2003 ... the problem is all domain users that logon to the pc get arabic regional language ... how do i change it to english for all users

You can do this via GPP:

 

User Config > Preferences > Control Panel Settings > Regional Options

 

Seeing as you have a 2003 Server, you'll need to do this via RSAT installed on a Windows 7 client. If you had a 2008 Server or later, you could do this directly on the server.

Did you open up a mmc window and add the group policy management snap in?
