Homepage loading issue

Since upgrading to HAP+ 9.5, whenever I load HAP+ on a new machine/device or clear the browser history I get the following error

 

 

If I login everything loads fine and when I logout the homepage looks normal again, if I then clear the browser cache or go to another device I have the same issue again until I've logged in.

Ok, there's an issue with your install and permissions. On the server, can you go to /style/basestyle.css, it should give you an error message

Thanks Nick, It came up with "401 - Unauthorized: Access is denied due to invalid credentials" which made me check authentication, I must have missed setting the application pool identity as the authentication credentials for anonymous authentication when I reconfigured my server as it was set to the IUSR still. Stupid moment on my part I think!!
