Create different document templates for different age groups

Im trying to create a simple document template for word wich just has open save bold italic etc for infant ICT. I can create the template no problem but implementing it is a challenge.

 

How do you get one template to load for one user and a different one for another? No matter what I do it just reverts to the last used/created template.
