Double clicking FLA file loads Flash Pro but doesnt load the file

Hello, I have got a odd problem.

 

When any of our users double click on a FLA file to edit it in Flash Pro CS6, Flash will load without any issues but you then have to go in to open and open the file again.

 

When looking in the registry the default open command is "C:\Program Files (x86)\Adobe\Adobe Flash CS6\flash.exe" "%1", I think that this is right.

 

We are running Adobe CS6 on Windows 7 SP1.

 

I'm a little lost as to what to actually try.
