[ipad] Institutional Model deployment in app purchases?

So everything was running smoothly with deployment plan for September. However the languages department now want a free app with an in app purchase for content. So obviously no VPP discount but also no idea how to deploy this using Meraki for multiple students. No licence code for an in app purchase. Is this even possible with the institutional model?

Are you using the same Apple ID? If so grab a gift card, top it up and manually pay for it on each machine, as VPP does not yet support In-App purchasing

I also heard back from Apple today. The concern for the leadership team at my school is ownership being an international school student turnover is higher than normal.
