Free music composition software

I know this has been asked before but I can't find the thread and things may have changed. Our music dept's looking for a software that will allow Y5/6/7 pupils compose music by putting different combinations of loops onto a timeline. I'm sure there's loads of stuff out there but if anyone can recommend something that is working well in their school please.

Edit: My Bad it isn't free but licenses go from $50 - $300 which I presume is a site license.

If you're just pasting loops onto a multi track timeline, Audacity's free and quite capable.
