If an member of staff or student was to send a whole school email via office 365 what is the best method of removing that email even if it has been read by some of the recipients?

Simple as this, you don't. Email recalling has never worked particularly well anyway.

If it's a particularly bad email that students don't want to be reading for safety reasons you can certainly log into their mailbox and remove manually, and there may well be a powershell script that can help do the same in bulk but that would be way beyond me...

Additional information, there is some limitation about the recall service. For outside email , the email can't retract back. For the inside email, if the email has been read. also can't retracted.

For email recall , it's a client side feature. It requires the sender and recipient are using Outlook client during the recall service.

I've done this before, you can do it in the GUI I seem to remember.

Just search for the subject.

I've also used powershell as well.

One option for deleting the email from student/staff mailboxes hosted on Office365 would be for you as the Office365 tenant admin to run the Search-Mailbox command in Powershell to locate and delete the email from all mailboxes. I'd recommend using the log only option initially to test your search query.
