Perhaps videoconferencing software like Zoom would be a better choice. The teacher runs the host and shares their screen (view only), the student opens the "call" URL (or there might be an id that can be entered solely within the app). Being view only, the student should be able to use iOS's screen magnification features in addition to holding it as close to their eyes as they want. With only two participants (teacher and student), Zoom's free tier has no time limit. I assume you mean "iOS" rather than "ISO;" having only iOS 9 will start to be a limiting factor for running apps but ZOOM Cloud Meetings only requires iOS 7 or newer.

Meeting Owl from OWLLabs has 16 megapixel camera with a fish-eye lens pointed toward the ceiling and uses its multiple microphones to digitally focus on the current speaker. I'm not aware of another product that uses a camera in the center of a table. Other products like Cisco TelePresence systems put a PTZ camera by the room's display and physically move to focus on the loudest source.
