Thanks Boot, I've tried what you've suggested exporting an empty no-tile startmenu from the local admin to the default user folder and then logged in as a new user to create a "new"start menu for that user. Now what happens is that one of the tree tiles is gone, but a new tile of "Settings" comes up! Emptying the registry key did nothing...

We have the same problem with the three broken tiles coming up with new user profiles, but how do i get rid of thosè three "P~. . tiles without the use of a custom start layout?
