Does the GPO under delegation have Authenicated Users - Read Permissions? We had a similiar issue appear on Win 7, seems Microsoft made a change - http://m.windowsitpro.com/patch-tuesday/update-kb3163622-breaks-group-policy-it-s-not-me-it-s-you Might be worth a try.
