Just thought I would add my thoughts on this, I have experienced this issue when i upgraded my pc at work to 1703 last week. I used Wsus to deploy the update. The fix, that worked for me. Turn the computer off and unplug the power lead from the back for a few seconds. Issue has not popped up since I done this.
