I found it a couple of days ago but forgot to reply here with the solution. I had to install the language pack EN-US first (only had EN-AU installed)... Rebooted... Done all that so nup that didn't work. Others also having this issue. Think I'm going to just re-install Windows build 1607. Too much time has been spent on searching online. Need RSAT ASAP

I too upgraded and lost my RSAT tools. I installed the new RSAT tools but it seemed to successfully install really quickly. Now after a reboot I still cannot find my RSAT tools. Has anyone else had the same problem? It doesn't appear under Add/Remove Features or even installed updates. File name: WindowsTH-RSAT_TP5_Update-x64 Update ID: KB2693643
