We have an old PolyCom video conferencing kit that we use for this sort of stuff - works pretty well

I'm at approximately 45 seconds on an old Dell 755 with Core 2 Quad, 8GB and a 128GB SSD. Perfectly ample for me

Perhaps it's a subconscious comparison to newer OS's such as Windows 10? It may be that there isn't a slow down as such, but if you're using other operating systems/Apple too, then comparatively they may be making the older/lower spec Windows 7 kit feel slower? Just a thought...
