Closing Date: 19th January ‘16 Interview Date: 22nd January ‘16 YSGOL UWCHRADD PRESTATYN HIGH SCHOOL JOB DESCRIPTION Job Title: Data Manager Grade: 8 Service: Prestatyn High School Responsible to: Senior HR Manager Functional Accountability to Assistant Head Job ID / Date Issued: 02235 / November 2012 Job Purpose To have overall responsibility for managing the Management Information System (SIMS) and all data aspects of the organisation, proactively collecting, processing, analysing and presenting information on key performance indicators including pupil achievement results to senior leaders and governors. The postholder will work closely with members of the senior leadership team to interpret statistical performance information from the Welsh Government and Denbighshire County Council to inform progress towards the school and departmental improvement plans. The postholder will work closely with senior leaders in the planning phase of the school timetable and will be responsible for the scheduling of the agreed structure. Principal Accountabilities and Responsibilities 1.10 Data management – coordinating all, and carrying out some, of the gathering, checking and inputting of data (including images and files) and data structures; coordinating all, and carrying out some, of the retrieval (reporting) and presentation of data as required; working closely with staff with responsibility for parental reporting. To include: 1.10.1 Exam results analysis, including update and maintenance of relevant software 1.10.2 Liaise and coordinate Welsh Government and GWE performance data e.g. Ffynnon, RE2, reading tests 1.10.3 Oversee and process performance data from external sources, reporting analysis to SLT e.g. Fisher Family Trust, ALPS, CATS, PASS, NNT 1.10.4 Value added reports and school/departmental self-evaluation data 1.10.5 Target-setting at pupil, subject and school level 1.10.6 Providing data for consideration of staff threshold applications and performance management 1.10.7 Providing data to support staff CPD projects 1.10.8 Statutory returns eg PLASC, post-16 funding, SEN, Attendance 1.10.9 Manage internal assessment data half-termly including setting up reporting cycles, producing data in meaningful form for managers, liaising with staff responsible for SIMS reports 1.10.10 Oversee and produce as required regular attendance data reports. 1.11 Systems - working closely with the Resources and ICT Support Team and the SLT; the ongoing integration of SIMS into the school’s intranet and VLE including parental Version 1.7 AM portal. Establish integrated solutions bringing together SIMS, Frog as much as possible. Support the data and MIS aspects of the PR6 Partnership with Coleg Llandrillo Cymru – exchange of exam related data, developing procedures for sharing Aiming High/progress data and attendance/behaviour data. 1.12 Support - being the primary contact with Capita, including Capita support; keeping licences up to date; being responsible for upgrades; working with IT support in maintaining users and user accounts; troubleshooting issues to do with the SIMS system and its use. Liaise with DCC Tim Data as required. 1.13 Development – anticipating future needs in the context of the School Improvement Plan; working closely with relevant support staff and SLT to construct a Data Improvement Plan; liaising with staff in charge of areas affected by SIMS on future developments and planning; constructing and presenting the plan and proposals to senior managers. 1.14 Training – planning and coordinating data specific training for teaching and non-teaching staff. 1.15 Maintenance – ensuring that the data structures are adequate to the task including the integrity, security, consistency and coherence of data aspects and the data themselves; keeping the data as up to date as possible; working with relevant support staff to maximise the user experience of data; supporting key SIMS users. 1.16 Review – monitoring the effectiveness of data usage and feeding back findings to inform planning. 1.17 Other data related tasks: 1.17.1 Schedule the school timetable using staffing allocations agreed with SLT; 1.17.2 Continue to improve quality of recording and reporting for Lesson Monitor and consider methods for tracking/reporting attendance in 6th Form to include Rhyl 6th provision; 1.17.3 Work closely with SENCO to improve staff access to IEPs, IBPs, statements etc. via SIMS; 1.17.4 Manage the data aspect of the school options process; 1.17.5 Manage data on behaviour and rewards producing reports for managers, trend analysis etc., utilising appropriate platforms. 1.18 Line-manage and support the exams officer and administrative support assistants in the exam/data team. Resources/Equipment/Material Departmental budget of £1,000 per annum Supervision/Management of People Line managed by Senior HR Manager, report functionally to assistant heads. Direct line management of 3 employees within the support structure. Knowledge, Skills, Training and Experience The postholder will hold relevant qualifications at least to level 3 in ICT or equivalent or be able to demonstrate proven ICT ability to this level. He/she will be numerate and comfortable manipulating and analysing statistics utilising ICT especially Microsoft Excel. He/she will also preferably be familiar with a range of software packages such as SIMS. Level 2 qualifications (high level GCSE or equivalent) in English and Maths are also Version 1.7 AM required. He/she must be very organised and demonstrate high level people skills including, tact, diplomacy and flexibility. He/she must have the ability to work under pressure and meet deadlines. Excellent communication skills are essential and experience of working in a busy office environment desirable. An understanding of the secondary education system would be an advantage. The education system can be seen to be data rich but information poor and it will be a central responsibility of the postholder not only to collect the important information, but to have the understanding and analytical ability to process it to extract the key messages it contains with respect to school priorities. In presenting information to colleagues, the postholder will develop an awareness of their needs with respect to data and other information and develop accessible statistical techniques to present to leaders, governors and LA and GWE officers. The postholder will work closely with other leaders in support of the principle of providing parents/carers with data on their son/daughter utilising digital media such as the school VLE. The postholder will also work with the senior leadership team in planning for and scheduling the annual pupil options processes and the whole school timetable, producing printed and digital reports for all staff.
