I've had major issues with this at my school. Students can not log in to the Macbooks on OS X 10.9.5 as the WiFi is disconnected at the login screen. I log in as a local admin and the WiFi connects with the splash screen you have posted. As soon as I log out the WiFi disconnects and Network Accounts are unavailable. This only happens with Macs on 10.9.5 connected to WiFi as I have a few machines on 10.10.4 and they log in fine. All but 4 of my 300 student Macbook Pros are on 10.9.5 so this causing all manner of headaches!
The only I've managed to log the students into the laptops is to hard wire the Macbook to a network point.
Someone at Apple is getting fired today!
