A simpler solution I just found was to install Air via MSI with the suggested transform (attached here: AirSetup.mst) from ITNinja. Then install Scratch on a test workstation. Copy the 'Scratch 2' directory from Program Files to a network directory. Lastly, install a shortcut on all workstations to launch the executable directly from the network.
