    I recently used Smart Packager Community Edition (formerly WinINSTALL LE) to package up a codec pack quite successfully — WinInstall LE : Free MSI Package Builder : Scalable.com | Scalable It was for Windows XP deployment, so I used Windows 7's free Virtual PC as the clean machine to snapshot from.
