Only a small percentage actually speak Welsh, I would recommend trying to recruit on welsh language websites. Maybe try Jobcenter posts in the mid and south west areas as well. The University of Glamorgan has a decent jobs page for graduates that might also prove usefull. Sorry I can't be more help, but it is a very niche area even in Wales.
