You can do that by configuring the default hotkeys . Go to Tools > Preferences > Hotkeys to assign an assign to a new hotkey. However , make sure you don't insert a keyboard shorcut already supported by VLC Player. You can find the default keyboard shortcut supported here : 50+ VLC keyboard Shortcuts

You can do that from the taskbar. You don't need any special script for that.

You might have the driver missing that's why it's not getting detected . Right Click on 'My Computer, select Manage and from 'Device Manager', right-click on the device and select 'Update driver'.
