I know one such program. I have recorded few videos of myself and now I just play them on skype using fake webcam at my workplace. None of my chat buddy could figure out that its not me but just a video:) Send me a PM if you need further info.

Well, there are many out there,Just search for them like in google I use one of them sometimes to have some fake fun on webcam.
