What was the issue on your Netgear? I am having this exact same issue, but my endpoint device is a Cisco ASA 5505. I can create the vlans and vlan interfaces. I can see devices on the other vlans, but I can't connect to our firewall for access to the internet. Pretty stuck ATM.
