If your installing an application via GPO when the application installs depends upon your specification. If you Publish it will install on first use of an extension based file or when the user selects the app from Start menu or add/remove programs. If you assign it will install at next reboot providing the GPO update period has passed or you have done a gpupdate /force command on the workstation. I generally assign all apps based upon computer rather than do user based Published/advertised apps.
