At Eirias High School(UK) my friend IT director is using Joomla e-learning system As far as i heard - they are happy.

I would suggest to look into LMS for Joomla - good system - we are using it in our school. According to their price list a version for <5000 users will cost you 899 USD - that is less then 2 dollars a users. Also i heard from my friend - IT director of one Dutch colledge that they are starting to use Learning management system for SharePoint, though i think it is more expensive as based on MS technologies.
