Have you tried Checking Servicing Stack Update (SSU) First?
To check it, you can look in Installed Updates (GUI)
Open Control Panel > Programs > Programs and Features
Click "View installed updates"
Search for "Servicing Stack" or look for KB numbers labeled as SSU in name.
Windows cumulative updates require the latest SSU installed first, sometimes the SSU isn’t auto-installed before the CU, which can cause silent CU failures.
You can check the latest SSU version for Windows Server 2022 here: https://support.microsoft.com/en-us/topic/august-12-2025-kb5063880-os-build-20348-4052-471ee125-e622-486c-ab3e-5847c8ca4e57#id0ejbd=windows_update
Download and install the latest SSU manually (if not present), then you can reboot and try to manually install KB5063880
