    Wound up chasing this down. Re-installed the drivers, but the key seems to be setting the following registry setting: HKLM\System\CurrentControlSet\Services\WinHTTPAutoProxySvc\Start - set this to a value of 3. Restart. Worked on a couple of different systems for me.
