Microsoft has actually responded to my service request in a timely manner! This is there response, along with some troubleshooting information they want to gather about our tenant. This issue actually has been reported across other tenants and at this moment may be an early Service incident. I am following up with them to do troubleshooting, but anyone else who comes across this, due put in a ticket. They seem to be very responsive. I almost never put in tickets because it generally takes like 2 weeks for them to tell me nothing... but in this case seems they are already aware of it.

same problem is occuring to us right now. Just started today. Multiple teams, assignment tab is not there and says disabled. if you look in teams admin teams apps -> manage apps , the "assignment" app is "available to" everyone. I have users requesting access to it, but i cant give them access becuase they already have it.... Must be a microsoft bug. There is some chatter around, but i havent seen anything on /r/k-12 which i cant actually post to...
