I can't find the personnel section

(First post- please be gentle.) I have SIMS installed and staff added. They have titles, and some are linked to subjects as co-ordinators, and some are registration tutors/head of house/tiers. The only issue is, when I click "Search", they don't show up in the list, unless I select "All Staff". Why aren't they listed as current staff?
