The Min is 8GB of RAM for Premiere Pro https://helpx.adobe.com/premiere-pro/system-requirements.html However I would discourage teachers and students using any more than 1080 HD video and suggest 720 for file size. The software need to work for broadcast and up to 8K UHD not recommended in schools.
  5. For user generated storage the location is determined by the country code against the user. UGC created using Creative Cloud for enterprise can be stored in the US (US-East VA), Europe (EMEA-West IE), or Japan (APAC-West JP) regions. An end-user’s regional data store is determined when the user is created in the Adobe Admin Console and remains consistent throughout the user’s lifetime.
