A few weeks ago I setup a new Surface Pro for the head at our school, and it keeps getting the spinning please wait icon when she tries to open file explore. The only way I have found to open file explore is to delete her user profile from the laptop and then all is good for a few days.

 

I have installed all the updates.

 

Any pointers so I can workout what is going on.

I have had this on several staff laptops 1709 build including surface pros - I think it is related to quick access. By default file explorer goes to quick access and if it can't find some recent files it expects it hangs.

I have used post 2 to create a group policy that takes you to This PC rather than quick access.

A manual way is to right click on quick access - options and untick files just leaving folders.
