Wireless Network and Microwaves

I know that when a Microwave oven is on, it can interfere with a wireless network, but if the microwave is off, does it still interfere with WiFi? My friend's got his wireless AP above a microwave and has mentioned that they sometimes can't get a signal on the floor directly above it.

Wireless ariels tend not to transmit directly above, or directly below. They tend to follow a donut pattern.

Well lets just say that in a properly functioning microwave the magnetron should only be active when it's supposed to be heating food however if there was a fault it's conveivable that it could be operating at other times.
