No Outlook new mail notification

Im running 2013 office on windows 8, and running it all in desktop mode.

 

I have selected outlook to be minimized to tray, and also selected the 'show new mail desktop alert'

 

However I dont get a new mail desktop alert.

 

Is this a bug?

 

Or a different setting Ive missed.
