I like this (no idea if it works) because there is no danger of having my eyes poked by the prongs of shorter umbrella users [as is the case with more conventional umbrellas]

Yea, it could work but would probably be loud and more dangerous than a standard umbrella as the air pressure required to completely deflect the rain would be rather high. It would also need a rather decent power source, unless the whole structure was a LiPo battery it wold not last long.
