Photoshop Elements... or something else?

My daughter, a uni student, is after software to do basic photo editing.

 

She has a Dell laptop - Win 7, 2GB RAM and an Athlon II processor.

 

Is photoshop elements the best bet, or is there an alternative that's better/cheaper?

Free Photo Editing Software – PhotoPlus Starter Edition from Serif-not tried this but serif has free one to try out, they have an "essentials" basic version which maybe marginally cheaper.

 

GIMP - The GNU Image Manipulation Program -I know it's advanced but it has some basic features.

Paint.NET always plus loads of plugins from the Paint.NET repository

+1 for paint.net. It looks a lot like photoshop.

GIMP or Paint.net are both pretty good and in use at our school.

The new GIMP 2.8 UI (finally) has a single window mode and a lot of new features:

Tried sumo paint? Online image editing, found another one today, if I find it again I'll post that as well. Used to have photshop at school but version we had would not run with w7 so we now use Sumo Paint, well impressed with tools for an online package.

Daughter has downloaded paint.net and is happy with it (especially the price )

I thought it was a tad pricey
