Is just restoring the content from an Impero Backup (in the zips inside the Backup folder) enough to restore an Impero server to a working config as it was? I'm honestly not fussed about restoring the inventories, logs, recordings, violations etc.

Yes backup routine backups all the files in data folder but not the log folder. So yes you can just restore that and will put all your settings back if the log folder is present it will not overwrite it etc just files in root of the data folder.
