RDS Session Host Farm vs Clustering

We are going to be Virtualizing 600-800 Windows 7 machines in a VDI environment.

 

Reading today ....I found a Microsoft "Remote Desktop Virtualization Host Capacity Planning in Windows Server 2008 R2"

 

This paragraph hit me a bit:

"To better assess the impact of virtual machine startup, a test was run that consisted of simultaneously logging in 64 users against the 16 core test server. The 64 user set was chosen because this is the maximum number of users supported per server in a cluster environment, which is the likely configuration for a large capacity deployment. "

 

In the Same document it talks about configurung a Server to support up to 150 W7 VMs. (I assume a Single Server)

 

Question:

 

Without clustering, can you use a RDS Seission host Farm, provide similar failover, and keep the supported number of VM's at a much higher level. ie: ( 150 users per Farm member rather than the 64 cluster limit)

 

Looking for any input to help in our decision process.
