Script to create/update users in AD

Has anyone got any scripts (or scripting tips) that could help with the following problem?

 

We need to take CSVs from multiple schools and import them into a AD structure. We'll need to generate unique usernames (following a convention of say 5 letters of family name, first initial, middle initial, number). We will need to use the UPN as a unique identifier, so that the next time we run the script it will update the existing accounts, and create only new accounts.

 

Is anyone able to help?

Thanks @strawberry I had forgotten about the bulk update tool from wisesoft. It may well help, although I would like to automate as much as possible.
