customize terminal startu

Hi,

 

is there a way to customize the individual terminal screens on linux.

 

basically like esxi does.

 

so what i want is linux boots up (no gui installed) and ctrl+alt+f1 is normal terminal login screen, but ctrl+alt+f4 for example gives me top running.

 

if someone can just name the config file / script i'll know what to google for.
